Speakership and Sickness story of Uganda’s Speaker Of Parliament Jacob Oulanyah Jacob
One of NRM’s top leaders’ death happened on March 22 in Seattle, Washington D.C at the age of 56 after spending a while battling for his life. Jacob Oulanyah’s death was confirmed by the President of Uganda HE Yoweri Kaguta Museveni through his Twitter handle.
Oulanyah was voted as speaker of the 11th Parliament against the incumbent Rebecca Kadaga where he appeared very few times before his
sickness worsened leading him to fly out of the country for better treatment. Him being away, most of his duties were handled by his Deputy Speaker Anita Among.
Te late Uganda’s Speaker Of Parliament Jacob Oulanyah last appeared in Parliament in December 21st 2021 before being flown to Iceland where he proceeded to Seattle, USA using a Uganda Airlines Airbus which costed the government a sum of 1.7 billion Uganda shillings.
Before flying to Seattle, he was first taken to Mulago National Referral Hospital after his Deputy Speaker found him in his bed sick, having a difficulty in speaking and had spent days without eating.
Reaching Mulago, the doctors recommended that he should be flown out for better treatment. People like Among the Deputy Speaker, Nobert Mao the Democratic Party President plus a few other people went to Seattle to visit Jacob Oulanyah on the 15th of March but sadly he passed away after 7 days.
Speaker Of Parliament Oulanyah was born in the then Gulu District on March 23rd 1965. He attended St. Joseph’s College Layibi, Dr. Obote College Boroboro, and Kololo Senior Secondary School for his O-Level and A-Level education.
In 1988, he joined Makerere University, the oldest university in the East African Community, where he studied agricultural economics. He graduated in 1991 with a Bachelor of Arts in that subject.
That same year, he entered law school, also at Makerere University, graduating in 1994 with a Bachelor of Laws degree. He served as speaker of the university students’ guild during his stay at Makerere. In 1995, he attended the Law Development Center (LDC), where he obtained a postgraduate diploma in legal practice.
